Receiving gifts from abroad in Uruguay (and a letter inside)

Your partner, a friend, or a family member wants to send you a gift from abroad—accessories, keychains, a caravan—and the question is always the same: will customs hold it up? The short answer is reassuring. The long answer is a list of details that need to be decided. before that they send him away, to the other side of the world.

Isn't it a gift, but a purchase you're making for yourself? The rules change there — check if your purchase is subject to VAT.

The three questions, answered

Do they give me trouble about accessories and caravans?

In general, no. Costume jewelry, accessories, and keychains are lightweight, low-value, and for personal use: they qualify as family gifts and are exempt from VAT and all other taxes. The exception to avoid is perfume and makeup, which are subject to IMESI tax.

Can I receive a letter inside the package?

Yeah. Correspondence between sender and recipient is the express exception to postal prohibitions. Even if it's hidden among gifts, nothing changes: the package is declared, not the letter.

Is it allowed, then?

Yeah, As long as it's a non-commercial shipment between individuals, in reasonable quantities, and for your personal use, it's fine. It's also one of your 3 shipments for the year, and its value is declared.

What counts as a “family gift”

Simply saying "it's a gift" is not enough. For the exemption under Article 3 to apply, the shipment must meet these conditions. If it does, you don't pay. none tribute.

  • Non-commercial between the parties: Nobody sold you the merchandise or charged you for it.
  • Submitted and consigned by individuals: from one person to another, not from a company to a customer.
  • Reasonable amounts, New or used merchandise. Ten units of the same accessory are no longer new.
  • For personal use or consumption from the recipient, for non-commercial purposes.
  • Recipient must be of legal age with a Uruguayan identity document. If the gift is for a minor, it must be in the name of an adult.
  • Within the limits: up to US$800 accumulated in the calendar year and 20 kg per shipment, and use one of your 3 duty-free shipments.
  • No assets subject to IMESI tax (perfume, makeup, alcohol, tobacco, lubricants) nor prohibited or controlled merchandise. Common hygiene products—soap, toothpaste, deodorant, shampoo—are not taxed and do not cause any inconvenience.

Accessories, keychains, caravans: any problem?

Generally, no. Costume jewelry, clothing accessories, keychains, and novelty earrings are exactly the kind of "lightweight little things" that make great gifts. Lightweight, inexpensive, and for personal use: the ideal profile. But there's a surprising exception and a price point that's best not to cross.

Beware of perfumes

It's the least intuitive trap: the perfume and makeup are taxed by IMESI and remain out from the gift and franchise regime. Note: not all cosmetics are included: toilet soap, toothpaste, deodorant, shampoo, cologne, and sunscreen registered with the Ministry of Public Health. No They pay IMESI (Decree 96/990, art. 27), so the shipment isn't exempt from the tax regime. And the perfume, moreover, is a flammable that the mail does not transport.

The equal value is declared

Even if you don't pay, the shipment must be declared and its value estimated (for identical or similar merchandise). The gift is still subject to the limits: up to US$ 800 accumulated in the year and 20 kg per shipment, and consume one of your 3 shipmentsFor lightweight gifts it's never a problem, but it's the rule.

What blocks a package

This is the part you should read before before it gets cleared: almost everything that holds up a gift is decided at the post office counter in the other country. They're ordered by severity: from issues that simply can't be shipped, to those that are just incorrectly entered information. The Customs list is not exhaustive and all shipments are subject to control, documentary or physical.

It cannot travel by mail

If this goes inside, the problem isn't the tax: the shipment can be rejected at origin, returned, or confiscated.

Lithium batteries

The Uruguayan postal service does not accept them in international shipments: cell phones, laptops, wireless speakers, watches, headphones, power banks. This is the most common pitfall for tech gifts. It's not a customs ban; it's an air transport restriction and postal operator policy, so there's no official Uruguayan limit on the number of watts (Wh).

If the gift contains a battery, send it via private courier, who transports them with their own dangerous goods protocol — not by postal mail.

Aerosols, flammables and pressurized gases

Spray deodorant, perfume, lighters, paint, thinner, fire extinguishers: prohibited for aviation safety, even if the container is empty.

Take them out of the packaging. The perfume is also subject to IMESI tax, so that's two reasons for rejection.

Vaporizers and electronic cigarettes

Its importation is prohibited by Decree 534/009 as amended by Decree 125/025, which also applies to heated tobacco products and any accessories or spare parts.

There's no postal option for this. Not even as a gift.

Weapons, ammunition, explosives and pyrotechnics

Customs does not allow weapons to be shipped via international postal parcels: it's not a matter of obtaining a permit, they simply cannot enter through that channel. Fireworks that produce loud noises are prohibited by Law 20.246. There is no current regulation governing replicas and airsoft guns: the only thing Customs lists as merchandise controlled by the Armament and Material Service, which is an administrative criterion, not a regulation. No Uruguayan regulation was found prohibiting knives and pocketknives via parcel post, but the originating carrier can still refuse them.

Do not include any weapons or fireworks in the shipment. There is no procedure that allows a replica to be legally owned by an individual: the risk is that it will be impounded and cannot be released.

Cash, drugs, and pornography

They are on the list of prohibited items published by Customs. Regarding cash, the honest clarification is that the National Customs Directorate (DNA) lists it and the Postal Service does not accept it, but no regulation was found that expressly prohibits it in postal shipments.

For cash, use a transfer or remittance. Never send banknotes inside a package.

Replicas and counterfeit brands

A "replica" wallet or watch is an infringement of intellectual property: it is seized and not released, whether it is a gift or not.

The gift should be genuine, even if it's cheaper.

Seeds, plants, fresh foods and animal products

Resolution MGAP 1.720/021 prohibits the importation of seeds, plants, fresh fruits and vegetables, live animals, animal-based foods (cheeses, sausages, honey), fertilizers, and pesticides by mail or parcel service. There is no allowance for personal use: it's the classic "I'm sending you seeds from grandma's garden" situation that ends up being destroyed.

Nothing live, nothing fresh, nothing of animal origin. There is no procedure for individuals to circumvent this, so the only solution is to leave it out of the package. Packaged plant-based products—tea, spices, oregano—are only prohibited in containers larger than 500 grams, and the MGAP list is not exhaustive: any other product may be required to have an official certificate.

Remove the shipment from the gift regime

Goods subject to IMESI tax are excluded from the postal shipment regime. A single such item contaminates the entire package.

Perfumery and makeup

Perfumes and cosmetics subject to IMESI (Specific Internal Tax) are excluded from the postal regime, including perfume and makeup. However, not all cosmetics are subject to IMESI: Decree 96/990, Article 27, expressly excludes toilet soaps, shaving cream and brushes, toothpaste, toothbrushes, cologne, deodorant, talcum powder, shampoo, and sunscreen registered with the Ministry of Public Health (MSP); conditioners, hair dyes, and aftershave lotions are taxed at 0%. This does not remove the shipment from the postal regime.

If you want the package to pass through smoothly, make sure it doesn't contain perfume or makeup. And keep in mind the other filter: the Ministry of Public Health (MSP) controls cosmetics and, as a rule, does not authorize the entry of health products by individuals.

Alcoholic beverages and tobacco

Pure IMESI. A gift wine does not qualify under this tax.

If someone comes to visit, it goes in the suitcase under the traveler's allowance, which is a different system.

Lubricating oils and greases

Also listed as IMESI in the exclusion of the postal regime.

Out of the package.

He can enter, but with permission from another organization

Customs does not release these items without the certificate from the agency that controls them, and each agency has its own process: you open the URSEC one at the VUCE, the MSP one is by exception and by email, and for what the MGAP controls directly there is no procedure for a natural person.

Equipment with radio: cell phone, GPS, handheld, camera with cell phone connection

URSEC requires prior certification for equipment that transmits on licensed spectrum: cell phones, routers with cellular modems, GPS devices, handheld radios, and cameras with cellular connectivity. However, it does NOT intervene—as per URSEC Resolutions 275/021 and 297/021—in devices that operate solely with Wi-Fi or Bluetooth at 2,4 and 5,8 GHz: headphones, mice, smartwatches, joysticks, cameras, and similar devices do not require any certification.

If the device transmits on licensed spectrum, you, as an individual, must initiate the process at the VUCE (Single Window for Foreign Trade): the published cost is $239, and URSEC (Regulatory Unit for Communications Services) has a maximum processing time of two business days. If the gift only uses Wi-Fi or Bluetooth, there is no requirement to apply.

Medications

The Ministry of Public Health (MSP) does not authorize the importation of health products from abroad by private individuals: there is no general category for “personal use.” The only exception is that outlined in Decree 18/020, Article 19—a product not registered in the country, with a specific medical prescription, informed consent from the patient, and no registered equivalent here. Without this authorization, the shipment falls outside the entire system: neither the duty-free allowance nor the single benefit (Decree 50/026, Article 7).

Authorization must be requested in advance, by email to farmacovigilancia@msp.gub.uy—this is not a VUCE system and it's free—with the forms signed by you, your treating physician, and the technical director of your healthcare provider. If the medication is already registered in Uruguay, there is no published procedure for importing it: obtain it here.

Supplements, vitamins, and health products

They are not subject to IMESI tax, nor are they excluded from the tax regime for that reason: they pay VAT at 22%, because for the DGI (General Directorate of Taxation) the rate is determined by registration with the MSP (Ministry of Public Health), and a supplement not registered as a medicine, pharmaceutical specialty, or food for medicinal use does not qualify for the minimum rate. What does restrict them is the MSP's control, which applies the same strict rules as medicines.

Buying them here avoids the root problem: there is no way for individuals to enter what the MSP controls, except for the exception of unregistered products.

Gold, silver, or gemstone jewelry

It is not prohibited —it is allowed with a declaration of value— but it is inspected much more frequently than costume jewelry, and its value counts against the annual limit.

It must be declared with its real value and a precise description (metal, weight, stones). Costume jewelry does not have this problem.

The merchandise is fine; the data is incorrect.

These are the most frequent reasons, and the most avoidable: the declaration is sworn and Customs verifies it.

Generic description of the content

“Gift”, “accessories”, “miscellaneous”, or “sample without value” do not identify the merchandise. Customs requests further information or sends the shipment for physical inspection.

Item details: what it is, what material it is made of, how many there are, and how much each one costs.

Underreported or zero value

Customs can adjust the value when there's a discrepancy between the declared value and the actual merchandise. Putting "USD 1" to "avoid charges" is what raises reasonable doubt.

Realistic value in dollars, that of identical or similar merchandise. The gift doesn't pay: there's nothing to save by lying.

Name or address that does not match your ID card

The information is entered exactly as it appears on the ID card. A nickname, a missing last name, or the work address will prevent the shipment from being released until corrected.

Give the person sending it to you your full name, address with department and postal code, phone number and email.

Destinatario menor de edad

The franchise requires an adult with a Uruguayan identity document. A gift intended for a child cannot be used for this purpose, and a minor cannot complete the process.

It should be addressed to an adult in the household. The gift still belongs to the child.

Company as sender or recipient

A family gift requires two people from both ends. If the sender is listed as a store—because they bought it online and are sending it directly—it's not a gift: it's a purchase.

The person should ship it on their own behalf. If the store ships it, it's declared as a purchase and is subject to the franchise or the 60% allowance.

Commercial invoice inside the package

A document that says "invoice" contradicts the gift declaration and turns the shipment into a purchase in the eyes of the verifier.

Letter or business card, yes. Invoice, packing slip or proof of purchase, no.

Not declaring it (or declaring it late)

All shipments except correspondence must be declared. If you fail to do so, they will be held and you will incur storage fees and delay charges.

You can declare it as soon as you have the tracking number, even before it arrives in the country.

Going over the limits

More than 20 kg, more than the accumulated annual limit or a fourth shipment in the year: the gift no longer has a duty-free allowance and the entire shipment is not exempt.

Only one package per occasion and declared value within the allowance. Check your duty-free allowance balance beforehand. If you still exceed the limit, the one-time 60% benefit (minimum US$20 per shipment) is an option—the law states that the holder "may choose"—not an automatic outcome: the alternative is to settle under the general regime.

How should the package be declared?

The CN22 form (or CN23 for large packages) is filled out by the sender at the point of origin, and is a sworn declarationThis is the document Customs reviews before deciding whether the shipment passes through or is sent for inspection. Field by field:

Pass this on to whoever sent it to you

All of the above, in ten lines and in the language of the person sending it to the post office in the other country. Copy it and send it to them before they mail it: once it's mailed, it can't be corrected.

The letter inside the package: is that allowed?

Yes. Insert one letter or business card inside the package, along with the gifts, is the most common thing in the world and does not generate any customs problems.

  • Personal correspondence is expressly permitted: The Universal Postal Convention only prohibits correspondence exchanged between persons other than the sender and the recipient. The letter written to you by the person sending you the gift is precisely the permitted case, and it has no commercial value and pays no fees.
  • It goes inside and the procedure doesn't change: The package is declared as a gift; the letter travels as part of the personal contents.
  • The only “no”: That paper might actually be an invoice, a receipt, or a packing slip that contradicts the gift declaration. A love letter isn't that—send it without worry.

How to declare a gift (step by step)

You receive the gift, and you, as the recipient, handle the customs declaration process when it arrives via Uruguayan Postal Service. The difference with a purchase is that You don't present an invoice no means of payment.

  1. 1

Register once at Customs (and check your balance)

Digital identity registration for postal deliveries is a one-time process, requiring your intermediate or advanced digital identity. Currently, it's voluntary. For gifts, payment information isn't requested because no purchase was made. On the same website, you can check your remaining balance and the number of shipments you've made. Registration and consultation of franchises at aduanas.gub.uy

  2. 2

Wait for the arrival notification (or get there early)

The postal service will notify you when your shipment arrives. You can also declare it as soon as you have the tracking number, before it arrives: this reduces costs and delays.

  3. 3

Enter Ahíva, the Uruguayan Postal Service platform

This is where the recipient declares shipments arriving via international mail. You enter the tracking number (two letters, nine numbers, and two letters) and your information exactly as it appears on your ID. ahiva.correo.com.uy

  4. 4

    I chose the “Gift” option

Instead of an invoice, you submit a declaration of value—the value of identical or similar merchandise—and you can attach a picture of the contents. The more precise the description, the less chance of physical verification.

  5. 5

They won't ask you for your payment method.

No card or proof of payment is required for gifts, precisely because there was no purchase. For purchases, however, a card or proof of payment is required, and the name on the card must match the name on the card.

  6. 6

    Remove the package

If it is a genuine gift within the limits, you do not pay taxes; only an administrative charge from the postal operator may apply.

If the package arrives via a private courier (DHL, UPS, Tiendamia…) the courier handles the process using your information, but the procedure is the same. See the complete step-by-step instructions for each route..

They might still withhold it.

Retention is not confiscation: most cases are resolved by presenting the missing information. However, the clock is ticking, and you're responsible for the storage fees.

What to bring to the verification
  • Valid and in good condition identity card.
  • The postal operator's guide or tracking number.
  • Declaration of value of the contents, which in a gift replaces the invoice.
  • Photos of the contents or the shipment, if you have them: they help to describe it.
  • Certificates from other agencies—such as URSEC or MSP authorization—are required when the merchandise demands them. These are in paper form.

Everything on paper. If someone else is coming for you, also bring a power of attorney and a copy of your ID.

Deadlines that are not negotiable
  • 30 days from the date the shipment enters the country: Without paying the corresponding taxes, the merchandise falls into non-infringing abandonment.
  • 90 days without removing it from storage: It is also considered abandoned, even after the paperwork has been completed.
  • Deposit and operator fees: They run while the shipment is being held and are paid for by the recipient.
  • Return to sender: It is possible, at your expense, provided there has been no customs violation.
